Version 1 input and units

GET /api/v1/moon accepts one ISO date,24-hour time and named time zone. Latitude and longitude are optional together, in degrees north and east. Requests need no account or key; this version imposes no application quota. Send single dates here and bounded ranges to the exporter. Invalid values return 400 with an error message.
